Floodplain siting and frost-depth footings
Two things matter here and they are unrelated. On parcels near the Huron, floodplain status can reach whether a structure may be built at a given location at all, which is a siting question answered from the parcel. Separately, frost depth governs footing design across the whole city — a footing that does not reach below the frost line will heave a little more each winter regardless of the framing above it.

Citywide records cannot tell you your parcel's floodplain status, the required footing depth for your address, or whether your house's rim joist can carry a ledger. Confirm the first two with the city and the third on site.
